Passing the Torch initiative (PTI) and its affiliate campaigns were founded by:

OPC 28 Program Goals & MILESTONES

OPC is a model and concept that has evolved and grown over several years.


2018-2025 Milestones include: 

  • Fielded global athlete survey ('Lifelong Olympian Survey') to measure athletes' interests in service
  • Obtained global fiscal sponsor (Empowerment Works) and tax-deductible status for Passing The Torch initiative
  • Conducted extensive online research on Host City OLY PLY athletes 
  • Conducted extensive online research on other Host City stakeholder groups and venues
  • Created detailed Host City Resource documents (available for each Host City by contacting Charlie)


  • Outreached to nearly 1000 OLY PLY athletes in Host Cities worldwide
  •  Recruited nearly 150 OLY PLY 'Charter Champions' in Host Cities worldwide to publicly support effort (see below)
  • In March 2022 launched short-lived 'OlympicParalympicValues Matter' global campaign and petition to remind the world of OLY PLY Values in the wake of the Russia-Ukraine war.
  • Created Olympic & Paralympic Cities – Day of Peace & Solidarity 2023 to mobilize Host Cities as platforms for PEACE -- with participation from OLY/PLY stakeholders in 35 Host Cities


  • Purchased www.PassingTheTorch.World domain name and built website
  • Evolved concept from IOC ‘Olympic Day’ (June 23) focus to proprietary ‘Olympic Peace Day’ model to coincide with ‘Olympic Truce’ timing

2026 Goals include:

  • Continue to build out Host City stakeholders' Database
  • Additional due diligence and outreach to more local stakeholders and champions in all 63 host cities
  • Sign up at least 10+ local champions in each Host City
  • Register and start a plan in at least 5+ Host Cities for STEP 1 (Flame Lighting) & 2 (OLY PLY VALUES) identified on our HOME Page. (STEP 3 is encouraged but optional!)
  • Identify and outreach to prospective local/global sponsors and PEACE partners
  • Outreach to all mayors and existing Olympic & Paralympic venues in Host Cities 
  • Continue to build out OPC 28 Support Infrastructure: Identify 'Champions' to join OPC 28 Global Advisory Board and Regional Organizing Committees


2027 Goals include:

  • Sign up at least 15+ local champions in each Host City
  • Register and start a plan in half (~32) Host Cities for STEPS 1-2 identified on our Home Page
  • Recruit founding local/global sponsors and PEACE partners
  • Continue to build out OPC 28 Support Infrastructure: Identify 10+ 'Champions' to join OPC 28 Global Advisory Board and Regional Organizing Committees


2028 Goals include:

  • Sign up at least 20+ local champions in each Host City
  • Register and start a plan in all Host Cities for STEPS 1-2 identified on our Home Page
  • Recruit core local/global sponsors and PEACE partners
  • Continue to build out OPC 28 Support Infrastructure: Identify 25+ 'Champions' to join OPC 28 Global Advisory Board and Regional Organizing Committees
  • FULL OPC 28 LAUNCH ON FRIDAY JULY 7, 2028 - OLYMPIC TRUCE DAY FOR THE LA28 GAMES

PEACE and the GAMES

PEACE has been a part of the Games as long as they have been played. 


“The Olympic spirit is the most important symbol of peace in this world which sees so many conflicts, so many victims. The Olympic spirit allows people to be together from all over the world, to respect each other, to serve the themes of tolerance and mutual understanding. These make the basic elements of peace possible.” - Antonio Guterres, United Nations Secretary General


PEACE has been part of the 3000-year-old Olympic & Paralympic tradition. The ancient Games put PEACE before war in the form of the Olympic Truce. The modern Games were founded to build 'a peaceful and better world' through friendly competition. 


The PARIS 2024 Games won at almost everything -- except PEACE!

  • The Olympic Truce resolution for Paris 2024 passed with 118 country votes in favor, no votes against, and two abstentions. 
  • At the time of the Paris 24 Games there were some 42 wars and armed conflicts around the world. 
  • Our Games cannot prevent war -- but perhaps can promote peace in a meaningful way.
